How to get a layered swooping side fringe?

I want a side fringe that kind of flicks to the side (like Diana Vickers) but how do you get that effect when getting it cut. Explain does the hair dresser cut is short and then long as it gets to the corner ect.. How short foes the fringe have to be ect.. Does the parting have to literally be at the corner of your head. Please try understand just think of the girl from x factor and then you should know what i talking about.
